Depends on what you mean by "industrial" if you mean industrial-metal like Ministry and Godflesh then no, there aren't any (that I know of) but if you mean synth and computer-based music as in IDM, EBM, aggrotech, electro and glitch-pop then there are loads at E Manila (pero parang wala yata darkwave o synth-pop...hmmm attention Shards of Glass). You should talk to Noel or Ado (BIF's former vocalist and former lead guitarist) about the local scene. Cause while I love the music, I can't stand some of the people involved in the scene, some of them are bigger assholes than our scene's "tr00" and "kvlt" morons.

Electronicamanila has at least one darkwave (Names Are For Tombstones) and one synth-pop (Watari's Machine) act. They're the same person though, this guy named Nono. Also at least one pretty abrasive industrial metal act: Hominid, aka Elmer San Juan of KNK.

I think I had a chance to listen to Elmer's music when I was at Club Fluid a few years ago, they would spin his tunes in between sets when the bands were setting up. I still couldn't get that "Iskul-Bukol Riff" out of my mind he did way back then.

i know NONO! super sweet guy! i have a copy of his indi released album. with dedication ha! hehehehe! also saw elmer do his computer thing at fluid a few years ago. dunno anything about industrial except for kmfdm and this other band only i forget the name. didn't know its so complicated! my bro in law kasi was asking. It's not complicated. 'Industrial' is industrial and 'electronica' is electronica. They sound different. But it's all just marketing and branding though, it's not like they're technical descriptions

i kinda get the difference between industrial and electronica though. other than that, i wasn't aware that there are subcategories. i heard some from meg lee chin a few years back. nice! sorry ha, mainstream ako eh. hehehehehe!
